Report: Biden Administration To Require Stricter Testing Requirements For Travelers To Us
On Nov. 30, the Washington Post reported the Biden administration plans to roll out stricter Covid-19 test requirements for travelers entering the U.S.
The new rules, which could be announced as soon as Thursday, will require all visitors to get a Covid test one day before boarding their flight.
Currently, anyone age 2 and older entering the United States must get a Covid-19 test within three days of their departure, or show proof that theyve recovered from Covid-19 within the previous 90 days.
The requirements vary depending on your vaccination status:
- If fully vaccinated, you must get tested within three days of your departure for the U.S.
- If not fully vaccinated, you must get a Covid test no more than ONE day before your departure to the U.S.
If youre visiting the U.S. and youre not a U.S. citizen or resident, you cant travel to the U.S. if youre unvaccinated, with extremely limited exceptions.
The Biden administration is also considering implementing a 7-day self-quarantine for all visitors, including U.S. citizens and permanent residents, according to the Post report.

Positive Test Or Covid
You should self-isolate and delay your travel if you develop symptoms or your pre-departure test result is positive until you have recovered from COVID-19. Airlines must refuse to board anyone who does not present a negative test result for COVID-19 or documentation of recovery.
If you know or suspect that you have COVID-19, you should self-isolate and NOT travel until you have met CDCs criteria for discontinuing isolation.
If you are not fully vaccinated and have had close contact with a person with COVID-19 , you should self-quarantine and NOT travel until you have met criteria for discontinuing quarantine. If you are fully vaccinated, or have documentation of recovery from COVID-19 in the past 90 days, you do not have to self-quarantine after exposure to a person with COVID-19 and can travel unless you have COVID-19 symptoms.

What Paperwork Do I Need To Travel After Testing Positive
People who recovered from COVID-19 may continue to test positive for the virus up to three months after infection, even after theyve recovered.
According to the U.S. Centers for Disease Control and Prevention, travelers who recently recovered from COVID-19 can fly back to the U.S. with proof that theyve recovered from COVID-19 instead of a negative test. This proof can include your positive COVID-19 viral test result, but it has to be taken no more than 90 days before your flights departure from a foreign country.
Additionally, you will also need a signed letter from a licensed healthcare professional stating that youre cleared to travel back to the U.S. According to the CDC, the letter from a healthcare provider must include:
- Information that identifies you personally and matches your passport.
- The letter must be signed and dated by the healthcare provider.
- The letter must be on official letterhead that contains the name, address and phone number of the healthcare provider or public health official who signed the letter.
The CDC says the positive test result and letter together are referred to as documentation of recovery. If you tested positive, thats the only way to be able to fly back to the U.S. if youve recovered from the virus but dont have a negative test result.
Proof of recovery is also acceptable for certain destinations, so you may be able to use this documentation to travel abroad after youre cleared by a doctor to travel.

How Long Will Test Results Take To Arrive
Most states or countries that require negative COVID-19 tests for entry use a 72-hour timeframe, from the test until either the time of your departure or arrival at the destination. Sometimes, however, the window is even shorter.
While there are exceptions, one to three days for COVID-19 test results seem standard across the country.
You may need to research PCR testing locations that promise same-day results or provide rapid PCR tests analyzed on-site if the arrival of your test results could make or break your trip. Several facilities on the list below have previously reported delays in test results due to an increase in demand.
Other Requirements To Board
In addition to the vaccination requirement, all existing mandatory pre-boarding and health requirements for passengers remain in place, including health check questions, and wearing masks inside airports and rail terminals, and while on board planes and trains.
All passengers must wear a mask throughout their entire travel journey except for brief periods while eating, drinking, or taking oral medication, or unless otherwise exempt. Some of these exemptions include:
- children under 6 years old
- people who are unable to remove the mask without assistance
- people who provide a medical certificate certifying that they are unable to wear a face mask for a medical reason

People Who Arent Vaccinated Face Extra Testing And Hurdles
As the delta variant continues to spread in the U.S., more cities are following Europes footsteps and testing out proof of vaccination mandates for certain activities. Some spots in L.A. require proof of vaccination to dine indoors, and New York City was the first U.S. city to establish a vaccine mandate.
The order went into effect on Aug. 17 for everyone 12 and older. Unvaccinated New Yorkers can no longer participate in many indoor activities including indoor dining, indoor fitness and indoor entertainment. And now that one COVID-19 vaccine is FDA approved, some nationwide businesses are mandating vaccines and even penalizing employees who dont get it.
As weve reported, United Airlines requires that employees be vaccinated. Delta Air Lines has no mandate but has higher health care costs for unvaccinated employees. Southwest abandoned a plan to put unvaccinated workers with pending exemptions on unpaid leave. American appears to be encouraging unvaccinated employees to apply for exemptions.
