Those not fully vaccinated who must travel should get tested for COVID-19 three to five days after their travels, the U.S. Centers for Disease Control and Prevention advises.
Those flying into the U.S. are required to have a negative COVID-19 viral test no more than three days before traveling, or show proof of recovery from the virus in the past three months before boarding their U.S.-bound flight, according to the health body.
The CDC says: “Do not travel internationally until you are fully vaccinated. If you are not fully vaccinated and must travel, follow CDC’s international travel recommendations for unvaccinated people.”

Who Is Covered By The Presidential Proclamation Of October 25 2021
Presidential Proclamation 10294 of October 25, 2021 prohibits entry into the United States by air travel of “noncitizens who are nonimmigrants” unless they are fully vaccinated with an acceptable COVID19 vaccine.
Section 2 of the proclamation provides that the “entry into the United States by air travel of noncitizens who are nonimmigrants and who are not fully vaccinated against COVID-19 is suspended and limited, except as provided in section 3 of this proclamation. This suspension and limitation on entry applies only to air travelers to the United States and does not affect visa issuance.”
U.S. citizens, U.S. nationals, U.S. lawful permanent residents , and those entering on an immigrant visa are exempt from the Proclamation 10294 vaccination requirement, since it covers only “noncitizens who are nonimmigrants” traveling to the United States by air.
The language stating that the “suspension and limitation on entry applies only to air travelers to the United States and does not affect visa issuance” means that someone who is not fully vaccinated at the time of a visa application or interview could still be issued a visa by a U.S. consulate, although that individual would have to be fully vaccinated in order to board an aircraft destined for the United States or to be admitted to the United States.
Recommendations For International Travel
Lonely Planet staff writer Sasha Brady told Healthline that the winter has brought about a rise in COVID-19 infections in the northern hemisphere and, as a result, most countries have extended travel restrictions well into 2022.
So, expect to show proof of vaccination when traveling internationally to most countries this holiday season. Many accept vaccines that have been listed by the World Health Organization for emergency use from travelers, including the U.S. But not all of them do. Always consult the U.S. Embassy website for the country you are traveling to. Theyll have destination-specific information about vaccine requirements for entry, Brady explained.
Both Brady and Khabbaza said U.S. citizens do not need to show proof of vaccination when traveling back to the United States from abroad. That being said, Brady stressed that without proof of vaccination, a U.S. citizen might be subject to tighter deadlines for pre-departure COVID-19 tests.
Vaccinated U.S. citizens can take their pre-departure test within three days of traveling back home, but unvaccinated citizens only have a 24-hour window in which to get tested before their journey back, she added.
Khabbaza stressed that U.S. citizens should check in with their airlines to be best prepared before their trip when flying out of the country.

Domestic Travel For Unvaccinated Travelers
As recently as Jan. 12, the Centers for Disease Control and Prevention continues to recommend delaying travel until youre fully vaccinated. If you choose to travel, the CDC reminds travelers that “wearing a mask is required on planes, buses, trains and other public transportation within and out of the U.S.”
However, any additional requirements are up to each city and state. Hawaii, for example, requires that unvaccinated travelers submit a negative COVID test taken within 72 hours of departure. It’s the only way to bypass a five-day quarantine.
While Illinois doesnt have statewide restrictions, its recommendations differ based on the daily COVID-19 case rates of the state the traveler is arriving from. Unvaccinated travelers arriving from states with higher case rates are encouraged to secure a negative COVID-19 test taken within 72 hours of travel to Illinois. At the city level, unvaccinated travelers going to Chicago are asked to get tested for COVID-19 before and after arrival and to quarantine upon arrival.
Meanwhile, all travelers 16 and older who enter California via Los Angeles International Airport, Van Nuys Airport or Los Angeles Union Station are required to fill out a City of Los Angeles Traveler Form, agreeing to follow CDC travel guidance or face up to a $500 fine.
Other states may be more flexible and have no recommendations or requirements related to vaccination, quarantine, forms or testing for visitors.
Vaccine Requirements For Travellers
Effective October 30, air passengers departing from Canadian airports, travellers on VIA Rail and Rocky Mountaineer trains, and travellers on non-essential passenger vessels on voyages of 24 hours or more, such as cruise ships, will need to be vaccinated.
Effective October 30, travellers will need to be fully vaccinated in order to board. Specifically, the vaccination requirement will apply to all travellers 12 years of age and older who are:
- Air passengers flying on domestic, transborder or international flights departing from airports in Canada
- Rail passengers on VIA Rail and Rocky Mountaineer trains
For travellers who are in the process of being vaccinated, there will be a short transition period where they will be able to travel if they can show a valid COVID-19 molecular test within 72 hours of travel. By November 30, all travellers must be fully vaccinated, with very limited exceptions to address specific situations such as emergency travel, and those medically unable to be vaccinated.
In addition, this vaccination mandate will include specific accommodation to recognize the unique needs of travellers from small, remote communities to ensure they will be able to travel to obtain essential services in support of their medical, health, or social well-being, and return safely to their homes. This accommodation will be informed by engagement with Indigenous organizations and provinces and territories in the coming days.

“It really would depend on if there was an unexpected virulent strain appearing, but that’s very, very hypothetical,” he said.
“I really must emphasise this virus is going to come and go it’s not going to go away. We’re going to have waves coming and going.”
