Armed with her vaccine passport and a giddy urge to celebrate the holiday season, Laura Delgado and 60,000 other people in Puerto Rico attended a Bad Bunny concert three weeks ago.

Three days later, she was sick with Covid-19, one of about 2,000 people who fell ill as a result of the two-day event.

We did so well we followed the rules, said Ms. Delgado, a 53-year-old interior designer. We followed the mask mandate. Our vaccination rate was so high that we let our guard down. The second Christmas came, we were like, Were going to party!

The superspreader concert helped usher in an explosion of Covid-19 cases in Puerto Rico, which until then had been celebrating one of the most successful vaccination campaigns in the United States. The concert was one of a series of business events, company holiday parties and family gatherings that fueled a 4,600 percent increase in cases on the island, a surge that public health officials worry could linger into the New Year the Puerto Rican holiday season stretches to Three Kings Day on Jan. 6.

In December, the number of hospitalizations doubled twice.

    Mask usage is a federal law on airplanes and in airports. Those entering any of the Islands three open airports, whether on commercial or private aircraft, are required to fill out a Travel Declaration Form on the Puerto Rico Health Departments online portal, which produces a QR code to proceed. Passengers need to present ID to ensure alignment with the Travel Declaration Form.     For fully vaccinated travelers on domestic flights:

    • Required to upload an official Vaccination Card through the Travel Declaration Form portal.

    For non-vaccinated travelers arriving on domestic flights:

    • As of December 27th, 2021, unvaccinated passengers arriving on domestic flights are required to show a negative COVID-19 test result taken 48 hours before arrival time.
    • If arriving without a test, they must upload either a PCR molecular or antigen COVID-19 test taken on Island within 48 hours of arrival or receive a fine.
    • All unvaccinated travelers must quarantine for seven days after arriving on Island.

    What Can Travelers Do With Their Free Coronavirus Tests

    Even if your free test doesn’t qualify for entry requirements, that doesn’t mean it’s useless for travel.

    Katelyn Jetelina, an epidemiologist at Texas’ UTHealth School of Public Health, said antigen tests are a “fantastic tool” to take to reduce the risk of spread, even when testing is not required.

    “I think that we can use antigen tests smartly and use them wisely. Not just for breaking transmission chains locally but also if you’re wanting to travel,” she said, adding that she’s used at-home tests before domestic travel.

    Weber added the caveat that travelers cant count on coronavirus tests as a prevention strategy. He stressed the importance of vaccinations and masking.

    “The testing does have utility,” he said, but “testing doesnt prevent infection. … Look at all the cruise ships, the football teams, the basketball teams that are getting tested every day” and still contracting the virus.

    The government has reported more than 201,000 confirmed cases and more than 3,300 deaths. Officials note that a third of all cases reported since the pandemic began have occurred in the past month, with many linked to a two-day outdoor concert held in December. The number of daily cases per 100,000 reported in Puerto Rico rose from three to 225 in just three weeks, according to statistician Rafael Irizarry. More than 500 people are hospitalized.

    Almost 85% of people in Puerto Rico have received the first dose and more than 70% have received the second one. However, at least 40% have not received a booster shot.

    The increase in cases has caused temporary shortages of home testing kits, with people taking to social media to share places where theyve run out or are still available, while some government-run testing sites have closed early after exhausting testing kits for the day. Meanwhile, the Association of Hospitals of Puerto Rico urged people to stop visiting emergency rooms to request tests because the demand was overwhelming and preventing staff from treating urgent cases.

    In addition, the government recently required that all cruise ship passengers who disembark must be fully vaccinated and provide a negative test taken 48 hours prior to arrival, a move that caused several cruise ship companies to cancel visits to Puerto Rico.

    SAN JUAN, Puerto Rico — Puerto Ricos governor on Tuesday announced strict new rules for all passengers flying into Puerto Rico in a bid to curb coronavirus cases as officials blame recent outbreaks on those who flew to the U.S. territory and were infected.

    Starting July 15, all passengers have to wear a mask and must take a molecular test 72 hours prior to their arrival and submit the results to officials at the airport. Those who refuse to do so, or tested positive, or do not have the test results available, will be forced into a two-week quarantine. During that time, they have to undergo a molecular test and share the results if they want to be released from quarantine, said Puerto Rico Health Secretary Lorenzo González.

    If you dont want to be tested, stay home. Dont come here and complicate our situation, he said.

    Most molecular tests involve a nose or throat swab and are used to diagnose an active infection. Puerto Ricos government will not accept any other test, including antibody ones that require a finger stick or blood drawn.

    The island of 3.2 million people is emerging from a lockdown that began in mid-March. The government has reported at least 153 deaths, along with more than 1,690 confirmed cases and more than 5,770 probable ones.

    Puerto Rico’s New Travel Rules

    The new rules for vaccinated travelers begin on May 28. If you’re visiting Puerto Rico from the United States and you’re fully vaccinated, you don’t need to get a COVID-19 test. Keep in mind that to be considered fully vaccinated, it must be at least two weeks from your final dose.

    Puerto Rico will require that you complete a travel health declaration and upload your COVID-19 vaccination card. You can do so on the Puerto Rico Health Department’s online Travel Safe portal. After you do this, you get a QR code that you’ll use to leave the airport.

    If you’re not vaccinated or you’re visiting Puerto Rico on an international flight, then a negative COVID-19 test is required. The previous rule was that this had to be a PCR test. As of May 28, travelers can get either a PCR test or an antigen test. The test must be taken no more than 72 hours before arrival. Upload your results on the online Travel Safe portal to get a QR code that allows you to leave the airport.

    There is some flexibility for travelers who don’t get their results on time. You can choose to upload test results later and self-quarantine when you get to Puerto Rico. The site will issue a $300 fine, but it will be dismissed once you upload your test results. You can also get tested in Puerto Rico within 48 hours after arrival. Again, a self quarantine will be required until you have your results.

    You are considered fully vaccinated 14 days after receiving the second shot of a two-dose vaccine and two weeks after your shot of a one-dose vaccine.

    U.S. citizens do not have a vaccination requirement for international flights into the U.S., but the CDC recommends not travelling internationally for those who are not fully vaccinated.

    The Puerto Rican Government Is Taking Steps To Prevent Another Wave But Its Meeting Some Resistance

    At the advice of public health officials, the Puerto Rican government reacted quickly to the onset of omicron by reviving and strengthening restrictions that had previously been in place.

    The governor has delayed the start of public schools by two weeks and recommended private schools do the same. He has made booster shots mandatory for employees in the health and education sectors, and all schoolchildren age 5 and older must have their first dose by January 10.

    Those attending mass events now have to provide not only proof of vaccination, but also a negative Covid-19 test taken within 48 hours of the event. All establishments serving food and drink have to require vaccination or a negative test for entry, and capacity at those places is limited to 50 percent or 250 people maximum. All passengers on flights to Puerto Rico also have to show a negative test. And businesses must close between midnight and 5 am and are not allowed to sell alcohol during those hours.

    Major events on the island have consequently been canceled or changed to a virtual event, including the Miss World pageant and a 10,000-person New Years celebration.

    What Are The New Covid

    On Dec. 2, the Biden administration announced that all air travelers heading to the United States will need to provide proof of a negative COVID-19 test within one day of boarding their flight even for those who are U.S. citizens and fully vaccinated. This is a tightening from the previous requirement of getting a negative test within 72 hours of a flight.

    This rule, which went into effect on Monday, Dec. 6, applies to all air travelers 2 years and older, the Centers for Disease Control and Prevention said.

    The CDC regulations state that no Covid test required if traveling between U.S. states and territories. PR is a domestic flight as its part of the U.S.

    Your daughter should check the CDC traveler requirements as well as those of the state she is returning to as the state might have a different requirement. Also, check with the airline to see what they require
