President Joe Biden releases COVID-19 Action Plan

The Department of Labors Occupational Safety and Health Administration is developing a rule that will require all employers with 100 or more employees to ensure their workforce is fully vaccinated or require any workers who remain unvaccinated to produce a negative test result on at least a weekly basis before coming to work. OSHA will issue an Emergency Temporary Standard to implement this requirement. This requirement will impact over 80 million workers in private sector businesses with 100+ employees.

Streamlining The Paycheck Protection Program Loan Forgiveness Process

Through the PPP, the SBA has made more than 11 million loans to small businesses that can be forgiven and taken off of their books if they use the funds to keep employees on payroll. In order to receive forgiveness, borrowers have to complete an application with their PPP lender. The Presidents plan will make it easier for more than 3.5 million PPP borrowers with loans of $150,000 or less to get their loans wiped clean. Under the new streamlined approach, SBA sends a pre-completed application form to the borrower who can review, sign, and send back to SBA, which then works with the lender to complete the forgiveness process. Since launching this new process on August 4th, more than 820,000 small businesses have applied for forgiveness, with borrowers spending an average of 6 minutes on the application and 60% of applicants completing the process on their mobile phone. SBA expects more than 2.5 million additional small businesses to take advantage of this streamlined process in the months ahead, helping them avoid needless bureaucracy and avoid costly principal and interest payments on their loans.

Biden also called on all schools to set up regular testing when Covid is spreading in a community for students, faculty and staff who aren’t fully vaccinated.

The Department of Education will make additional funding available to help local school districts backfill salaries and other funding where it has been withheld by state leaders for implementing Covid safety measures, according to a senior administration official.

The plan also calls for allocating $2 billion toward the production of 280 million rapid and at-home Covid tests using the Defense Production Act. The plan expands the federal government’s free Covid testing program to 10,000 pharmacies nationwide and provides community health centers and foodbanks with 25 million free rapid tests to distribute.

Private businesses will also distribute discounted tests: Walmart, Amazon, and Kroger will start selling at-home Covid tests “at their costs for the next three months,” senior administration officials said. The discount will reportedly make the tests 35% cheaper for consumers.

“Together, these steps will ensure that every American, no matter their income level, can access free, convenient tests,” the officials said.

As COVID-19 case rates remain at a level not seen since before vaccines were widely available in the United States, President Joe Biden is set to deliver remarks Thursday on a new strategy to stop the spread of the contagious delta variant, White House officials confirmed Tuesday.

“On Thursday the president will speak to the American people about his robust plan to stop the spread of the delta variant and boost vaccinations,” White House press secretary Jen Psaki said.

In the remarks, “the president will lay out a six-pronged strategy,” involving both the public and private sectors, she added.

But realistically, Biden has limited legal authority to institute a broad vaccine mandate for most Americans.

“Yes, that’s — that’s true,” Psaki said Tuesday, confirming Biden’s hands are tied when it comes to a widespread mandate.

Psaki did seem to suggest that Biden will call on the private sector to institute more mandates. Major corporations such as Facebook, Google and Citigroup have already announced vaccination requirements.

Biden alluded to his plan to lay out his COVID-19 strategy in economic remarks Friday, focused on the disappointing August jobs report.

Increasing Support For Covid

The Presidents plan will provide additional support for hospitals facing capacity issues. The Department of Defense is announcing a commitment to double the number of DOD teams of clinicians deployed to support hospitals battling a surge in COVID-19 cases. These clinicians will be available for mission assignment through FEMAs response across surge states. Since the Administration launched the COVID-19 Surge Response Teams, nearly 1000 personnel have been deployed to states across the country to respond to the Delta variant, including more than 500 highly skilled health care professionals from across HHS network of physicians, nurses, and other providers who are called up to respond to emergencies, FEMAs network of emergency medical services providers, and DODs medical teams. These professionals have surged into COVID-19 ICUs and other acute care hospital settings to support and relieve overburdened local health care workers. In addition, the Department of Veterans Affairs have opened up over 150 hospital beds in Veterans Affairs facilities across surge states in order to reduce the burden on local hospitals.

According to experts, this kind of agency is crucial to responding to any disease outbreak. It would focus on coordinating efforts between the many agencies in the sprawling federal government, helping ensure theyre doing the most they can and working toward a single goal.

But its important to have this kind of agency set up before an outbreak. Setting up an agency takes time it requires hiring staff, handing out tasks and expected workloads, creating internal policies, and so on. A preexisting agency is also going to have plans worked out before an outbreak, with likely contingencies in place for what to do. So its important that Biden is promising that this type of groundwork will be permanent in a contrast to Trumps approach.

The basic systems need to be in place for global, state, and local responses, Kates said. When you dont shore those up, youre not starting from scratch, but youre catching up every single time.

Finally, Biden calls on the US to play a role as a global leader, including by providing aid to countries to help them contain their own epidemics .
