Under the Senate plan, individuals making up to $75,000 and couples making up to $150,000 per year are eligible to receive a $1,400 check. Individuals earning between $75,000 and $80,000 and couples earning between $150,000 and $160,000 will receive some of that money, but not the full amount.

The eligibility thresholds are a change from the Houses initial version, which capped the threshold at $100,000 for individuals and $200,000 for couples. Senate Democrats lowered the eligibility for the stimulus checks to get all Democrats on board after resistance from some moderates in their party.

The decision means that an estimated 17 million Americans who received a check under former President Donald Trump wont get one under Biden, according to a study from the nonpartisan Institute on Taxation and Economic Policy.

Biden said on Saturday that the government will begin sending the checks to eligible Americans this month.

He promised that he would have “a lot more to say about that tonight and the next couple of days”.

Mr Biden will deliver his first primetime address to the American public on Thursday night.

The speech comes on the 50th day of his presidency.

It will be the third time this year that he has marked a moment in the coronavirus pandemic, which has left more than 529,000 people dead and over 29 million infected.

Previewing his remarks on Wednesday, Mr Biden said he would be laying out “the next phase,” of the US Covid-response.

“There is light at the end of this dark tunnel of the past year. But we cannot let our guard down now or assume the victory is inevitable,” he said.

“Together, we’re going get through this pandemic and usher in a healthier and more hopeful future.”

On Thursday, the White House announced that Mr Biden and Vice-president Kamala Harris will travel to Atlanta, Georgia next Friday as part of the “Help is Here tour to amplify the American Rescue Plan”.

The bill would require Medicaid and CHIP coverage of COVID-19 vaccines and treatment without beneficiary cost sharing. Vaccines and vaccine administration costs would be matched at a 100% FMAP until one year after the end of the PHE. States also would have the option to provide coverage to the uninsured for COVID-19 vaccines and treatment without cost sharing at 100% FMAP.

Vaccines Funerals Farmers And Food

The bill includes a funding surge to help put vaccine shots in Americans’ arms.

It includes $14 billion to distribute and administer vaccinations, $48 billion for testing and contact tracing and $50 billion for Federal Emergency Management Agency relief. As part of the FEMA aid, the government will cover costs of “disaster-related” funeral expenses connected to the pandemic.

It includes loan assistance for “socially disadvantaged” farmers and ranchers who belong to groups that have faced ethnic or racial discrimination.

And it extends a 15 percent boost in SNAP benefits, commonly known as food stamps, through the end of September.

What Does The Child Tax Credit Do

Currently, American couples are able to apply for a $2,000 per child under the Child Tax Credit, a 24-year old government programme.

This law increases the tax break to $3,000 for every child age 6 to 17. Children under the age of 6 will receive a $3,600 benefit.

More than 4 million children – more than half of the total – could be lifted out of poverty, according to analysis from the Center on Budget and Policy Priorities.

It also extends access to lower income families, even those that pay nothing in taxes, by making the credit refundable.

The programme is temporary, and will expire after one year.

Obamacare And Cobra Money

With surprisingly little fanfare, the legislation includes some of the biggest changes to the Affordable Care Act since President Barack Obama signed it in 2010.

The bill boosts subsidies for customers who buy insurance through the ACA, lowering premiums across the board and outright eliminating them on benchmark plans for people making under 150 percent of the federal poverty level.

For the first time, people making over 400 percent of the federal poverty level can qualify for federal help, as well, with their premiums capped at 8.5 percent of income. The new subsidies are for only two years; Democrats are likely to try to extend them.

The federal government would also cover a larger share of Medicaid expenses if states that haven’t expanded the program through the ACA choose to do so now. Twelve states have opted out of Medicaid expansion. It’s unclear whether their governors and legislatures will take up the offer.

Outside of the ACA changes, people who have left jobs during the pandemic and want to maintain their existing employer insurance can get 100 percent of their premiums subsidized through COBRA, the law that allows workers to carry over their work plans.

Covid Stimulus: Biden Signs $19tn Relief Bill Into Law

Why is Bill Gates now referring to Covid 19 as Pandemic 1 ...

US President Joe Biden has signed a $1.9tn economic relief bill that aims to help Americans impacted by the Covid-19 pandemic into law.

The bill includes $1,400 payments, an extension of jobless benefits, and a child tax credit that is expect to lift millions out of poverty.

Mr Biden said the relief package will rebuild “the backbone of this country”.

The spending bill, one of the largest in US history, passed Congress without a single Republican supporter.

Mr Biden is due to give a primetime address later on Thursday to tout the bill’s provisions. He and other Democrats will also hold a signing ceremony at the White House on Friday.

This sixth Covid-19 relief bill is a major legislative win for Mr Biden.

The package has been broadly popular among Americans.

A March Pew Research Center poll found that 70% of US adults surveyed expressed support for the bill, including 41% of Republicans.

Unemployment skyrocketed over the last year, with a current rate of 6.2%, according to the US Labor Department.

Mr Biden had originally planned the bill signing for Friday, but it was pushed up in his schedule “because Congress enroled the bill more quickly than we anticipated,” White House spokesperson Jen Psaki said in a tweet.

Joe Biden was originally expected to sign the ambitiously named “American Recovery Plan Act” at the White House on Friday. Instead the final step in enacting the president’s first significant piece of legislation was moved up to Thursday afternoon.

The package includes $22 billion in rental assistance, $5 billion in homelessness aid and nearly $10 billion to help homeowners pay mortgages.

The bill allocates $1.7 billion for Amtrak, which the organization suggests it will use to bring back furloughed workers and restore long-distance train services.

In a massive and early victory for the Democrats, the House of Representatives approved 220-211 a $1.9 trillion COVID-19 relief bill, voting almost entirely along party lines. The bill, having already passed the Senate, will be signed into law by U.S. President Joe Biden on Friday.

Eligible Americans will receive $1,400 cheques under a $400 billion measure contained in the bill. Another $350 billion will be directed towards vaccine distribution, assistance to State and local governments and to fund tax credits for those with children.

The bill extends by six months a $300 weekly unemployment insurance scheme which was due to expire in March. It also covers assistance to schools to facilitate the return of children to classrooms, a 15% increase in food stamp benefits for another six months and assistance for the heating and cooling of homes income for poor families among other measures.

Many of those eligible for the cheques are expected to receive them by the end of the month. Unlike what Mr. Trump had done with two sets of relief cheques that went out earlier, Mr. Biden will not have his name on the cheques.

Over 500,000 Americans have died of the coronavirus pandemic. Over 18% of Americans have been vaccinated and Mr Biden has said the country will have vaccines for everyone who wants them by the end of May.

Why The Microchip Rumours Don’t Stack Up

First up, a conspiracy theory about vaccines that has spanned the globe.

It claims that the coronavirus pandemic is a cover for a plan to implant trackable microchips and that the Microsoft co-founder Bill Gates is behind it.

We’ve found no evidence to support these claims.

The Bill and Melinda Gates Foundation told the BBC the claim was “false”.

The head of the Russian Communist party this week said that so-called “globalists” supported “a covert mass chip implantation which they may in time resort to under the pretext of a mandatory vaccination against coronavirus”.

He didn’t mention Mr Gates by name but in the US, Roger Stone, a former adviser to Donald Trump, said Bill Gates and others were using the virus for “microchipping people so we can tell ‘whether you’ve been tested’.”

A new YouGov poll of 1,640 people suggests that 28% of Americans believe that Bill Gates wants to use vaccines to implant microchips in people – with the figure rising to 44% among Republicans.

Rumours took hold in March when Mr Gates said in an interview that eventually “we will have some digital certificates” which would be used to show who’d recovered, been tested and ultimately who received a vaccine. He made no mention of microchips.

That response led to one widely shared article, under the headline: “Bill Gates will use microchip implants to fight coronavirus”.

What does the Coronavirus Relief Bill mean for Georgia?

During the development of the Covid jab, Gates warned against the vaccine going to the higher bidder, claiming “we’ll have a deadlier pandemic.”

If we just let drugs and vaccines go to the highest bidder, instead of to the people and the places where they are most needed, well have a longer, more unjust deadlier pandemic, Gates said last year at a remote Covid-19 conference hosted by the International AIDS Society.

We need leaders to make these hard decisions about distributing based on equity, not just on market-driven factors.”

As the Covid vaccines began rolling out to the public in January 2021, Gates was among those recipients.

On January 22, 2021, Gates tweeted a photo of himself receiving the jab, writing: “One of the benefits of being 65 is that Im eligible for the COVID-19 vaccine. I got my first dose this week, and I feel great.

“Thank you to all of the scientists, trial participants, regulators, and frontline healthcare workers who got us to this point.”
